易县林旺食用菌种植中心经营范围为食用菌种植及菌棒生产。 易县林旺食用菌种植中心为顺应市场发展需要,拟新上林下食用菌栽培种植项目,建林下食用菌小拱棚600个、食用菌菌棒培养简易大棚10个、食用菌菌棒生产线1条及扩建改造生产用房。

易县林旺食用菌种植中心依照国家法律、法规办事,企业在生产经营过程中严格执行行业技术标准和操作规范,项目充分体现环保节能和资源综合利用的要求,顺应新形势下农业产业化发展,勇于创新。通过多方市场调研,根据当地及周边县食用菌销量日益增大而食用菌生产相对滞后的客观需求,拟实施林下食用菌栽培种植项目。

1.2.1 拟建项目背景

易县地处太行山东麓,总面积2534平方公里,是山区林业大县,山场面积占80%以上,素有“七山一水二分田”之称。易县气候属于温带半湿润半干旱大陆性季风气候,植物资源丰富,适宜栽植杨树、刺槐等各种水保、用材林和柿树、苹果、桃、杏树、梨、核桃、板栗等各种果树,域内速生丰产林生长量大,适合发展林下食用种植生产。到2009年,易县有林面积达到177.5万亩,林木覆盖率达到46.7%,被确定为“国家级林业科技示范县”、“全

国林业标准化示范区”。

凌云册乡常年平均气温13.5℃,降雨量550mm,无霜期为186天,拥有耕地38715亩,年粮食总产量为2.56万吨;凌云册乡总人口3万人,其中乡村从业人员1.7万人,2009年农民人均纯收入为2700元。由于易县及临近县域内的食用菌生产还跟不上食用菌的销售需求,目前大多从外地购进,并且林下食用菌生产技术已十分成熟,当地林业资源又很丰富,因此,该项目的建设能为增加当地农民收入、促进乡村经济又好又快发展做出新的贡献。

1.2.2 建设地点

凌云册乡坐落于中易水河畔,位于易县城区以南10公里,距北京145公里、天津195公里、保定55公里,易黄公路纵贯全境,通村公路已全部硬化,交通十分便利。

1.2.3 主要建设内容和规模

在全县13个乡镇新发展林下菌种植100亩、建600个食用菌小拱棚,其中该中心示范种植食用菌10亩(60个小拱棚)、新建占地10亩的食用菌菌棒培养简易大棚10个;建食用菌菌棒生产线一条,主要设备包括冲压装袋机1台、粉碎机1台、水泵及配套供水设施1套、配套微喷灌设备、100KVA配电变压器1台(套)等;扩建场地60亩(包括10亩食用菌小拱棚和10亩菌棒培养简易大棚占地),扩建改造厂房、库房300平方米,办公生活及其它用房160平方米。

项目建成后,每年培育菌棒达到100万棒,出产高品质的香菇及茶树菇、鸡腿菇等菌种的蘑菇160万斤。

定义及作用

定义:项目建议书又称立项报告,是由项目投资方向其主管部门上报的文件,从宏观上论述项目设立的必要性和可能性,建议书内容包括项目的战略、市场和销售、规模、选址、物料供应、工艺、组织和定员、投资、效益、风险等,把项目投资的设想变为概略的投资建议。目前广泛应用于项目的国家立项审批工作中。

项目建议书通常是在项目早期使用,由于项目条件还不够成熟,仅有规划意见书,对项目的具体建设方案还不明晰,市政、环保、交通等专业咨询意见尚未办理。项目建议书主要论证项目建设的必要性,建设方案和投资估算也比较粗,投资误差为±30%左右。对于大中型项目,有的工艺技术复杂,涉及面广,协调量大的项目,还要编制预可行性研究报告,作为项目建议书的主要附件之一。

作用:项目建议书是项目发展周期的初始阶段,是国家选择项目的依据,也是可行性研究的依据。

项目建议书批准后,可以着手成立相关项目法人。民营企业(私人投资)项目一般不再需要编写项目建议书,只有在土地一级开发等少数领域,由于行政审批机关习惯沿袭老的审批模式,有时还要求项目方编写项目建议书。外资项目目前主要采用核准方式,项目

方委托智博睿等有资格的机构编写项目建议书即可。

项目建议书和可行性研究报告的区别

项目建议书和可行性研究是项目前期两个不同的阶段,其内容、深度、作用都是不一样的。

项目建议书往往是在项目早期,由于项目条件还不够成熟,仅有规划意见书,对项目的具体建设方案还不明晰,市政、环保、交通等专业咨询意见尚未办理。项目建议书主要论证项目建设的必要性,建设方案和投资估算也比较粗,投资误差为±30%左右。

一般地说,项目建议书的批复是可行性研究的依据之一。此外,在可行性研究阶段,项目至少有方案设计,市政、交通和环境等专业咨询意见也必不可少了。对于房地产项目,一般还要有详规或修建性详规的批复。此阶段投资估算要求较细,原则上误差在±10%;相应地,融资方案也要详细,每年的建设投资要落到实处,有银行贷款的项目,要有银行出具的资信证明。

很多项目在报立项时,条件已比较成熟,土地、规划、环评、专业咨询意见等基本具备,特别是项目资金来源完全是项目法人自筹,没有财政资金并且不享受什么特殊政策,这类项目常常是项目建议书(代可行性研究报告),两个阶段合为一阶段。

以上基本是在传统的项目审批制环境下,项目建议书和可行性研究的大致要求和区别。

随着我国投资体制的改革深入,特别是随着《国务院关于投资体制改革的决定》的出台和落实,除政府投资项目延续上述审批要求外,非政府投资类项目一律取消审批制,改为核准制和备案制。

像房地产等非政府投资的经营类项目基本上都属于备案制之列,房地产开发商只需依法办理环境保护、土地使用、资源利用、安全生产、城市规划等许可手续和减免税确认手续,项目建议书和可行性研究报告可以合并,甚至不是必经流程。房地产开发商按照属地原则向地方政府投资主管部门(一般是当地发改委)进行项目备案即可。

项目建议书的审批权限

目前,项目建议书要按现行的管理体制、隶属关系,分级审批。原则上,按隶属关系,经主管部门提出意见,再由主管部门上报,或与综合部门联合上报,或分别上报。

1、大中型基本建设项目、限额以上更新改造项目

委托有资格的工程咨询、设计单位初评后,经省、自治区、直辖市、计划单列市发改委及行业归口主管部门初审后,报国家发改委审批,其中特大型项目(总投资4亿元以上的交通、能源、原材料项目,2亿元以上的其他项目),由国家发改委审核后报国务院审批。总投资在限额以上的外商投资项目,项目建议书分别由省发改委、行业主管部门初审后,报国家发改委会同外经贸部等有关部门审批;超过1亿美元的重大项目,上报国务院审批。

2、小型基本建设项目,限额以下更新改造项目由地方或国务院有关部门审批

A、小型项目中总投资1000万元以上的内资项目、总投资500万美元以上的生产性外资项目、300万美元以上的非生产性利用外资项目,项目建议书由地方或国务院有关部门审批。

B、总投资1000万元以下的内资项目、总投资500万美元以下的非生产性利用外资项目,本着简化程序的原则,若项目建设内容比较简单,也可直接编报可行性研究报告。
