该项目计划投资932万元,在***村新建供排水设施及新农宅工程,使村民融入新农村建设,切实改善农民的居住环境。

二、 项目建设背景

1、 ***村基本情况

***村位于***镇区西侧,北邻***,南邻***村,距镇政府*公里。辖*个村民小组,**户***人。有耕地****亩,其中山旱地2***亩,水浇地***亩,人均占有耕地**亩。2011年人

均纯收入***元。

2、供排水现状

***河从村民居住区通过,地表水资源较为丰富,年径流量为230万立方米。***水库位于***河下游,距规划区约六千米,***河水主要是***雪融水,水质好,污染小。农业生产用水和生活用水主要是泉水和地下水,水质较好。但是随着人口的增加,用水问题日渐突出。目前排水采用明沟,镇区无系统的污水排放管网,对环境有污染的生产、生活污水多直接排入***河。

存在的问题主要有:

1)没有水厂,供水保证率低,难以满足未来发展的需要。

2)本村人口现有供水设施简单落后,供水质量、安全性较差。

3)供水管网不配套,自来水普及率低。

3、农宅现状

由于历史原因和不同的阶段条件限制,存在着规划不尽合理、布局较为散乱、房屋质量低、房屋使用功能差、土地利用率低等突出问题,原来的居住布局不适应现代农村建设的需要。按新农村建设的要求必须重新规划,完善配套设施,改善居民居住条件。

三、项目建设的必要性和可行性

党的十六届五中全会精神,明确指出在“十一五”期间,加大社会主义新农村的建设,它对合理布局生产力,优化农村产业结构,建立社会主义市场经济体系,促进农村经济发展将产生深远的影响。加快社会主义新农村建设,有利于提高土地资源的集约利用率和农村经济结构的战略性调整,有利于农民生活的改善和农村的可持续发展。近几年,随着***镇经济建设快速发展,农村城市化进程不断加快,新农村建设工作摆到了重要的议程。项目的建设既是加快农村城市化进程,推进城乡一体化发展的一项重要举措,也是农村率先实

现现代化,建设小康社会的客观要求。

四、项目建设的规模

根据***镇新农村建设整体规划,该项目的新农村建设模式定位为城镇发展型,要走城乡统筹、以城带乡之路,也就是说建新村要类似于建城镇,按照“生产发展、生活宽裕、乡风文明村容整洁、管理民主”的目标要求,围绕增加农民收入,提高农民生活质量,全面与城镇整合进行整体规划,促进黄羊川着镇成为重点镇或强镇之崛起。

1、住宅小区建设工程

新建农宅可解决30户村民居住的小区一个,以满足村民的住房需求。

2、供排水基础设施建设工程

(1)给水工程:给水管网的布置按照项目区规划平面图

布置管网,布置时考虑给水系统分期建设的可能,留有充分的发展余地;给水管道敷设在道路的人行道和绿化带下,符合项目区管线综合设计要求;管道的布置结合规划给水管网,尽量形成环状,保证供水安全性,管道敷设与新建道路一起进行。力求以最短的距离敷设管线,以降低管网造价和供水能量费用。

2、排水工程:所有排入项目区排水管道的生活废水水质均符合《污水排入城市下水道水质标(DB31-425-2009)。工程设计执行《室外排水设计规范》(GB50014-2006)、《城市污水处理工程项目建设标准》及其他相关规范和标准。

五、投资估算与资金筹措

项目总投资932万元。项目投资主要包括:

1、居民住宅小区建设共投资450万元,其中申请国家投资90万元,每套补助3万元;自筹360万元。

2、供排水设施建设工程共投资482万元,申请国家投资482万元。其中供水工程投资320万元,排水工程投资162万元。

六、项目实施进度计划

该项目建设期为2年,其中前期准备工作3个月,实施施工21个月。项目分四个阶段进行:项目前期设计和招标、土建施工、建筑装修、竣工验收。

二、 业主简介

XX市城市开发建设投资经营有限责任公司成立于2003年6月,注册资本2000万元,属于国有独资企业。现有员工30人,其中高级职称1人,工程技术人员12人,实行董事会制和监事会制。完全按现代化企业管理体制自主经营。经营范围为:投资城市基础设施建设(包括城市道路、桥梁、园林绿化、供排水、垃圾处理、地下管道、公共停车场等)和政府委托承建的重点项;资产经营、按政府授权范围内收取国有资产收益,独资或合资开发新项目、代表政府对外招商引资、城市房地产拆迁。项目近20余项,投资总额达3亿元,其中国债项目为1.1亿元,已完成项目11个,实现产值2亿元。目前,正着手准备新的城市建设项目。

到2005年年底,我公司拥有资产总计约22939万元,负债约16600万元,所有者权益约为6338万元,实收资本为2000万元。
