篇一:俄罗斯有一句古老的谚语
俄罗斯有一句古老的谚语:“邻不可选”。但是历史证明,这句话并不是“放之四海而皆准”的,在相当长的一段时间内,前苏联的领导人总是谋略以自己的喜好影响周边的邻国,在这些邻国中,有些国家直接成为了“苏维埃联盟”的一部分,有些则在意识形态及经济上完全信赖于苏联,有些则与之反目成仇。 总起来说,中俄两国关系一直能建立在“友好邻邦”的基础上,因为两国间边界线之长是世界上任何其他两国所无法比拟的。
最近一段时期,两国总是能在国家利益上找到共同语言;但是在有些时候,两国的观点却截然不同。
本文试图分析中俄两国的双边关系发展现状,并展望两国“和平共处”的发展前景。
往事回首
中国人有一非常有趣的传统便是以数字来描述所见到的各种现象。对于中俄关系,中国总结为“二热二冷”:“热”指的是两国领导人间的政治联系和协议,“冷”则指的是两国间的经济往来及民众关系。
1989年,俄罗斯人的外交“改革”有一个成功的开始,那便是中俄关系的由阴转睛。两国在经历了几十年的敌对后,同时做出决定,将两国关系正常化,在此后的十几年里所发生的一切证明了当时两国领导人的决策是非常明智的。
两党都成功地克服了双方意识形态上的矛盾,并建立了一个友好的贸易性的关系。在这一时期,中俄两国的领导人进行了十余次高峰会议,签署了一系列重要的政治文件,保证了双方边界的和睦,确立了双边关系发展的方向。
然而两国贸易交往的进一步发展,需要双边关系“更上一层楼”。1996年4月,中国、俄罗斯、哈萨克斯坦、吉尔吉斯斯坦和塔吉克斯坦,五国的领导人在中国的上海会晤并签署了第一个区域性边界关系协议——“上海五国协定”。一年之后,五国领导人再次相聚莫斯科,鉴定了又一个多边协定,表明要分别减少边界地区的军事力量。
由于这些积极的接触,中俄两国的边境纠纷得到了顺利的解决,两国都不约而同地将眼光放在了和平发展而不是武力炫耀上。至于在俄罗斯的政治日程中,中国空间占据了多么重要的地位,普京的北京之行当可以给这一问题以满意的答案。
贸易发展
中俄关系正常化的又一成就便是双方贸易关系的重建,这甚至先行为政治关系的恢复。1982年4月,中俄鉴定了一个边界贸易协定,确立了地区贸易及跨国界的合作关系。在十年之后,中俄的双边贸易再创高峰,中国跃升为俄罗斯的第二大贸易国,其贸易量仅次于以易货交易方式为主的德国。1993年,中俄贸易量达到77亿美元,但遗憾的是这一高峰至今无法突破。
中俄两国在发展经贸关系上的共同努力,为两国边界地区发展区域性联系提供了良好的基础。俄罗斯远东地区与中国的区域性关系开始建立于二十世纪九十年代初,这极大地缓解了俄远东地区的食品需求。 各取所需
中俄两国的市场在结构及技术水平上犹如孪生。直到今天,在一些中国的工厂还有苏联制造的机器在运转,急待现代化。
地理上的接壤也为中俄两国发展地域性贸易创造了有利条件,两国同时进行的市场改革也为外资经济成份注入了新的活力。此外,在俄罗斯国内,随着亚洲疆域与欧洲疆域之间的日益脱节,再加上运输费用的不断攀升,俄罗斯地方性贸易的指向再次调整,其在亚洲的周边国家成为地方贸易的新方向,中国首当其冲。
俄罗斯主要向中国出口:化学肥料、轧制钢铁、石油制品、工业材料、医疗药品、汽车、航空设备、大马力拖拉机及机械产品等。中国则主要向俄罗斯提供:服装鞋帽、食品、棉纺织品、家用电器等。“中国制造”已经与俄罗斯远东地区大多数老百性的生活休息相关。 发展潜力
实际上,中俄间贸易的发展潜力还远不止于此,双边贸易还是面临着这样或那样的阻力。这其中有纯经济方面的因素,但也同时受制于两国关系的阴晴圆缺。在两国现有的双边贸易中,高科技商品只能占
到很小的比重;两国的贸易更多地局限于地方性、边界性及低水平交易方式,而不是以互惠获利为出发点。
在最近一段时期内,很多试图闯进中国市场的俄罗斯商品都缺乏竞争力,中俄的地方贸易又更多地局限在易货交易上。中俄的“倒爷”们活跃异常,他们在中俄边界不断地来回穿梭,在买者与卖者两个角色间不停转换。
然而两国贸易再跨一步需要两国关系的再度开放。易货贸易的蜜月早已结束,双方谁也不再钟情于有失公平的原材料及燃料交易。 排除万难
一些没有任何国际贸易经验的俄罗斯小公司经常做不到中规中举,甚至有时会撕破协议。当然,有时他们的中国伙伴也会以牙还牙。由于对市场经济的认识幼稚,再加上过分地急功近利,两国贸易并不顺畅。
困挠中俄贸易的另一难题便是交通运输。在两国的边境线上,只有两条铁路线穿梭并行,这使得两国商业协议中的30%无法得到实施,同时每天都有3000到5000车箱的货物囤积在俄罗斯的火车站,苦盼运往中国。
空前绝后
上个世纪九十年代末,中俄的贸易额仅占到中国对外贸易总额的4%,俄罗斯也落到日本、美国、德国、韩国之后而位列中国第五贸易国。这不禁让人想起在五十年代时,中国与前苏联的贸易几乎占到了中国对外贸易的一半。中俄双边贸易及经济系的进一步发展,需要中俄两国激发更大的投资活力,在边境处创造更自由的经济空间,并且在更广泛的范围内联手合作。

谚语作为群众集体智慧的结晶,多具有鲜明的民族性和地域特色。由于中西文化的差异,一些在汉语中人们耳熟能详的谚语却未必为西方人所理解。所以在引用汉语谚语时,如果中国特色过于浓厚,则可舍其形而取其意,写成英语中与之意思对等的西方谚语。例如,有的同学想表达这个意思:本性难移,于是写道:As a Chinese proverb goes, a dog cannot change its habit of eating shit. 这样写不但失之粗鄙,还会让爱犬的西方人大惑不解。所以,这个意思宜写成A leopard cannot change its spots. 或者A fox may grow gray, but never good.
