1 概述

1.1项目背景

昌都地区位于西藏自治区东部,横断山脉“三江”流域(金沙江、澜沧江、怒江)的中上游,地理位置十分重要,是藏东地区门户重镇,由西南进入内地的必经之路,又是川藏、滇藏、那昌公路的枢纽,是地区行署和县政府所在地,与四川省、西藏自治区首府的公路距离均在1000~1200公里,战略位置十分重要,历来都有“治藏必先安康”之说。

昌都县作为昌都地区的政治、经济和文化中心,也是自治区农牧、工业、建材、森林和旅游基地,更是藏东的商贸中心和交通枢纽。2007年4月,中华人民共和国交通部在《国家公路运输枢纽布局规划》中提出建设昌都为“西部地区公路交通枢纽”,这是昌都交通发展史上的又一重大机遇。利用昌都被列为“国家西部地区交通枢纽”的有利时机,昌都将努力建设“一个枢纽(国家一级交通枢纽)、二大中心(物流中心和客运集散中心)、三条干线(国道G214线、G317线、G318线)、四种方式(公路、铁路、航空、管道)”的综合交通运输体系,建立辐射地区内外的交通网络,着力打造“八小时

某国道连接线工程

可行性研究报告

第一章 概 述

1.1 编制依据

受江河交通局委托,海洋市交通规划设计研究院承担江河320国道至船舶02省道(快速高速)连接线工程可行性研究报告编制工作。本可行性研究报告主要编制依据如下:

1、海洋市政府编制的《海洋市国民经济和社会发展第十一个五年规划纲要》;

2、浙江省交通厅编制的《浙江省公路水路交通“十一五”发展规划》;

3、海洋市交通局编制的《海洋市公路水路交通“十一五”发展规划》;

4、交通部颁发的《公路工程技术标准》(JTGB01-2003)及现行有关标准,规范;

5、交通部颁发的《公路建设项目可行性研究报告编制办法》;

6、各区、县(市)国民经济和社会发展规划和交通建设规划。

1.2 研究过程及内容

江河交通局于2004年10月委托海洋市交通规划设计研究院承担《江河320国道至船舶02省道(快速高速)连接线工程可行性研究报告》的编制工作。

海洋市交通规划设计研究院接到项目委托后,积极进行前期准备工作,组成项目工作组并拟定工作大纲,在经总工办对项目组工

作进行前期技术指导后,正式开展该项目的工程可行性研究工作。在纸上定线的基础上,2004年11月、2005年5月、2006年7月,由公路、工程地质、交通运输和经济等方面的专业技术人员组成外业调查组先后多次进入现场,在地方政府的大力配合下,对项目所在区域的社会经济、交通运输现状及发展规划、项目建设条件等进行了全面调查,重点对路线走向、工程技术方案、起终点接线方案、项目与沿线各城镇的衔接情况以及重要工程路段等进行了详细踏勘,并充分听取了当地政府及交通部门对该项目的意见和要求。在完成外业调查工作后,项目组以沿线地区社会经济及交通运输发展规划为基础,对拟建项目未来交通量进行了预测分析,对拟建项目的技术标准、建设规模、路线方案及投资估算等进行了论证分析,并于2006年8月,完成项目工可送审稿。9月4日,由省公路局召开本项目的工可评审会,会后,我院根据评审会专家意见以及工可咨询报告,对工可文本进行修改完善,并于9月底完成《江河320国道至船舶02省道(快速高速)连接线工程可行性研究报告》。

本项目在研究过程中,主要涉及工作内容如下:

——对现有公路的技术等级,使用状况,以及沿线地形、地物

和工程地质及水文条件进行重点踏勘;

——对路线走向和主要控制点进行调查研究,充分听取地方意

见;

——进行社会经济和交通运输调查,分析研究地区经济发展趋

势,推算远景交通量;

——充分论证本项目技术标准及建设规模,在多方案论证分析

比较的基础上,合理确定拟建项目的技术标准、建设规模

建设方案

——测算工程量、估算工程投资;

——项目经济评价。

1.3 主要结论

1.3.1建设必要性

1、是实施城镇总体规划和发展城乡一体化建设的需要

江河城市布局结构为“一水两城区,舒菇西山左右抱;两桥跨富春,东西南北六出口;老城主中心,南北新区片中心;鹳(山)、鹿(山)、镬子(山)隔江瞰新(沙岛)月(亮岛),三渠四浦翻绿浪”。从江河的城市建设的规划及总体布局可以看出,随着西、北片城建项目的逐步改善,特别是随着江南片经济的高速发展,村镇建设的不断进步,高桥镇位于江河的东北片区,是江河经济技术较发达地区。本工程对整个江河的城乡一体化建设必将产生较大的推动作用。

船舶自2001年撤市设区以来,随着大海洋的观念逐渐加强,使船舶区的地位和城市有了飞速的发展。经济的发展要求其与周边地区的交流进一步的加强。本项目的建成对于沟通船舶与江河以及海洋西部地区城市的联系有重大意义。

2、是适应本地区交通运输和经济发展的需要

江河、船舶位于上海为中心的沪、宁、杭城镇密集地带的南缘,浙江省会海洋市西部,地处中国沿海经济最发达的地区,属于沿海经济开发区的范围,是联系长三角洲和浙西丘陵地区的中转站,是发达的长三角洲向内地经济发展的主要通道。

建国后,特别是十一届三中全会以来,江河、船舶的交通事业建设更是成绩斐然,发展迅速。目前该地区对外交通运输方式以公路运输和水路运输为主,为了使该地区交通能更好地适应改革开放和经济发展需求,必须让城镇内交通基础设施与初步建设的高速公路,国省道为骨架的干线更好的衔接,形成网络,才能为该地区经济高速增长奠定可靠的基础。

近几年江河、船舶经济发展迅速,村镇城乡一体化建设的全面推广,使得目前的交通已不能满足社会发展的需要,原有的公路已不能满足经济发展要求,原有公路混合交通量已超过原设计通行能力,因此,面对过境车辆管理另辟新途,才能提高集疏能力,才能改变现有公路的服务水准。

3、是促经本地区旅游事业发展的需要

目前旅游也是本地区的新兴产业,在国民经济中逐渐形成了一股新生力量,要把旅游资源最大限度地开发出来,必须具备现代化地交通条件。多年来交通发展地滞后问题使得本地区的旅游经济乃至旅游事业发展未能达到理想的效果。本项目的建设,将较大地促进本地区资源的合理开发和旅游事业的蓬勃发展。
