保护与改善人类赖以生存的环境,实现可持续发展,是经济社会发展的需要。盘县政府已把可持续发展作为经济社会发展的基本战略,并采取了一系列重大举措。

在党的“十六大”精神指引下,加快我省各项产业结构调整,将环境保护和可持续发展战略紧密结合起来,为特产资源深加工营造广阔的施展空间,变资源优势为经济优势。

贵州富溪山泉项目的建设是盘县水产业发展的需要,西冲镇小河村20组上南沟水水源水质较好,水中含有大量的钙、镁、钠等常量元素,可作为加工饮用水的天然水源。

本项目依托上南沟得天独厚的地域优势和资源优势,建设一座年产20万件瓶装水和20万件桶装低钠、低矿化度、偏硅酸型天然山泉水的加工厂,该项目将以上述系列产品为载体,将可持续发展的思想和原则贯穿到山泉水加工的全过程,引导生产行为和消费观念朝着可持续方向转变,同时也是对盘县政府关于“抓住机遇,抢占先机,超前谋划,乘势而上”号召的积极响应,该项目不仅要产生较好的经济效益,而且也要取得良好的生态效益和社会效益。

1.2 项目概况 1.2.1 拟建地点

此项目的生产场址选在盘县西冲镇小河村20组上南沟,地理坐标为东经104°37′42.9″,北纬25°46′46.8″,高程1619m。总占地面积为1.8亩,该厂址距离城关镇2公里,距离盘县红果新城20公里,整个厂区地势西高东低、地面较平整,地形坡度在0.5%左右,便于雨水排放,周边环境绿化良好,无工厂及居民区,没有污染物及污染源,

各项基础设施完善,水、电供应充足,交通四通八达。

结合生产实际情况、建厂条件,资金情况、原辅材料供应等各种因素,本项目建设规模确定为年产天然山泉水系列产品20万件桶装水和20万件瓶装水。

1.2.3 主要建设条件 1、市场条件

人类需要矿物质,而本身不能制造矿物质,只有通过饮水、食物来获得,以维持正常的生理功能。如果这种获得关系失调,就会出现病态。补充矿物质,就能恢复健康。我们曾对我国有代表性的十几种山泉水进行过动物抑瘤试验,结果发现这些山泉水都有不同的抑瘤效果,一些流行病学的调查资料也说明山泉水对促进肌体健康、延年益寿确有很大作用。人的体重约50%-70%是水分。含水量随年龄、性别、肌肉发达程度以及体质情况而异。体内的水分主要与蛋白质、脂类或碳水化物相结合,形成胶体状态。人体总水量中约50%是细胞内液,其余50%为细胞外液包括细胞间液、血浆,维持着身体内环境水和电解质的平衡。

山泉水中的钾、钠、钙、镁是维持人体正常生理功能所必需的。重碳酸盐对促进胃肠道疾患的康复有良好的效果。硫酸盐、氯化物能促进胃肠蠕动,能治疗便秘。偏硅酸有助于骨的钙化,促进生长发育。硅还能保护动脉结构的完整性,降低人类冠心病发病率。这都给该项目产品提供了极其良好的市场条件。

2、资源条件

本项目所用天然山泉水水源位于盘县西冲镇小河村20组上南

沟。

经盘县水文地质站调查评价,其水质为低钠低矿化度、偏硅酸型天然山泉水。物理性质良好,无色、无味、无臭、无悬浮物,水温恒定在7℃左右,不但含有适量的常量元素,且含有锌、锶、碘、钼、钒等多种对人体健康有益的微量元素,而且不受季节变化,多项指标均符合天然饮用山泉水标准。

3、技术条件

该生产方法采用国内最先进的全套山泉水生产技术、设备以及制瓶、制盖设备。采用一步法制瓶、制盖采用机电一体化自动生产线,洗瓶、灌装、封盖采用三合一自动生产线,该技术及设备的特点是生产能力强、工艺技术水平高、设备运行平稳、可靠、耐久,劳动生产率高,自动化水平高,产品质量指标稳定、生产路线短、使用周期长。

4、资金条件

企业为了上此项目已经做了大量的前期准备工作,已经和相关的规划、环保、消防等部门取得联系和认同,并已经联系好水、电、煤的供应以及原辅材料的供应等事宜,场地已经平整完毕,厂区整体规划已经完成。

5、环境条件

该项目对环境没有什么影响,只是有些轻微的灰尘污染,稍加处理就可以满足环境保护的要求,同时项目单位周围没有污染源和污染物,对项目不产生不良影响。

6、社会条件

在党的“十六大”精神指引下,加快我县各项产业结构调整,将环境保护和可持续发展战略紧密结合起来,为特产资源深加工营造广阔的施展空间,变资源优势为经济优势。同时该项目也完全符合国家的产业政策。

7、施工条件

厂区地质结构好,承载能力为20吨/m2 ,能够满足厂房建设要求,并且厂区已经平整完毕,交通运输方便,水电供应充足。
