1 总论

分析矿井主要至灾风险因素,为公司应急预案的编制提供依据。

《生产经营单位安全生产事故应急预案编制导则》(GB/T29639-2013)、《重大危险源评价报告》等。

1.3 评估范围及内容

矿井井上下主要危害场所及隐蔽至灾因素。

4 事故风险评估

4.1 危害因素分析

4.1.1顶板事故危险描述

3(3上)煤层直接顶板为细砂岩、粉砂岩和泥岩,厚1.35~17.32m,一般在2~8 m之间。粉砂岩抗压强度为17.0~35.1MPa,细砂岩抗压强度为67.6~173.9MPa,属较稳定~极稳定顶板;泥岩则属于不稳定顶板。3(3上)煤层底板为泥岩、粉砂岩或砂质泥岩,厚度一般1~3m。据邻区张集井田资料,其抗压强度为

7.80~51.2MPa,属不坚固~坚固底板。矿井开采(包括初采、初压、过地质构造带),冒顶、片帮伤人事故很难杜绝,特别是深部开采,矿压显现日趋严重,目前支护手段仍然难以杜绝顶板事故。

4.1.2冲击地压事故危险描述

陈蛮庄矿开采煤层为3层煤,3煤层顶、底板主要由泥岩、粉砂岩、细砂岩组成,局部有中砂岩和粗砂岩。根据我公司判定为我矿3号煤层属于Ⅱ类,为具有弱(偏无)冲击倾向性的煤层;判定我矿3号煤层顶板岩层属于Ⅰ类,为无冲击倾向性的岩层。我公司二采区的开采深度约为-600~-890m,四采区的开采深度为-895~-1200m,受开采深度大的影响,采区采动后,各种巷道和采煤工作面的周围岩体内将发生应力重新分布,若形成应力集中,在应力集中区域内有其他采掘活动影响时,由于积聚弹性变

形能,当达到临界破坏条件时,就可能发生冲击地压。根据资料,我省多数矿井的开采深度达到600m以下时,就会发生冲击地压,并且发生的频次和强度随着开采深度的增大而增加;巷道交岔多,遗留煤柱多,形成多处支承压力叠加,容易发生冲击地压;回采造成大面积悬顶,支承压力高度集中叠加,容易发生冲击地压;采掘顺序对形成矿山压力的大小和分布有很大的关系,回采工作面相向推进,以及在回采工作面或煤柱中的支承压力带内掘进巷道,会使集中应力叠加而发生冲击地压,另外,若由于开采顺序不当,使相邻区段追逐回采,采场形状不规则或留下待采煤柱等,也都会增大集中应力,造成发生冲击地压的条件;放炮产生震动,引起的动载荷,一方面能使煤层中的应力迅速重新分布而增加煤体应力,进入极限平衡状态或破坏其平衡,从而释放弹性变形能,另一方面能迅速解除煤壁边缘侧向约束阻力,改变煤体应力状态,由三向压缩变为二向压缩,使其抗压强度下降,导致煤体破坏而发生冲击地压;在顶板来压时,形成大面积悬顶,超前支承压力集中,顶板断裂来压时,造成应力瞬间急剧升高,也会容易引发冲击地压发生。

4.1.3矿井水害事故危险描述

我公司矿井开采深度大,水文地质条件简单-中等,三灰水及煤层顶底板砂岩水水压大,对矿井存在着一定威胁:

(1)老空水害。矿井开采多为下山开采,采空区积水点多,加之地质条件复杂,积水区对采掘工作面有直接的威胁。

(2)三灰水害。采区上下山穿过三灰或受断层影响,回采巷道接近三灰时三灰水有可能直接进入巷道或沿断层带进入巷道。

(3)断层水害。井田内地质构造复杂,隐伏构造发育,降

低了有效隔水层厚度,在矿压和水压作用下,使断层活化易发生出水,特别是断层滞后出水比较隐蔽,对矿井安全生产威胁较大。

(4)顶底板砂岩裂隙水。断层或褶曲的轴部时,为顶板砂岩裂隙含水层富水区,巷道穿过上述构造部位砂岩水对掘进巷道造成一定威胁。

4.1.4矿井火灾事故危险描述

(1)内因火灾

我公司所开采的3上煤层煤炭自燃倾向性为Ⅱ类自燃,最短自然发火期为62天。采用综采回采工艺,全部垮落法管理顶板,因煤层赋存不均匀,在面后或多或少存在浮煤堆积的情况;另外地质构造复杂断层多,留设煤柱多,区段煤柱压缩后可会存在大量的浮煤,一旦具有自燃条件,将发生火灾,若发现或处理不及时会造成更大的灾害。

(2)外因火灾

由于井下存在大量的木材、油料、绵纱、煤炭等可燃物,有可能出现爆破火焰、电气火花、机械摩擦火花等高温热源,所以也存在发生外因火灾的可能性。

4.1.5瓦斯事故危险描述

2012年11月由山东鲁汶新能源投资开发有限公司对我公司进行3煤层瓦斯基本参数测定,埋深-900水平范围内瓦斯压力为0.002~0.008MPa,瓦斯含量1.7038m/t~1.8226 m/t,矿井含量较低,鉴定结果为瓦斯矿井。但在个别地质构造复杂区瓦斯有可能异常涌出,达到瓦斯爆炸浓度; 井下多数地点存在足够的适合瓦斯爆炸的氧气浓度; 爆破火焰、电气火花、机械摩擦火花、井下火灾等高温热源有可能出现。因此,矿井存在着瓦斯爆炸危险。 33

1.1编制目的

为规范我单位生产安全事故应急预案体系建设,根据我单位组织管理体系,生产规模,危险源的性质以及可能发生的事故类型,依据与预案编制相关的法律法规,技术标准,应急预案,国内外同行业事故资料,达到有效预防和控制可能发生的事故,最大程度减少事故及其造成损坏的目的,而预先制定的工作方案
